Lao Development Bank in Attapeu

Laos is one of the countries in the world which’s economie has been growing very fast in the recent years. Foreign direct investments increased and continued to flow into sectors such as mining, power plants, dams and agricultural plantations. From 2000 to 2011 investors from 51 countries invested in Laos, mainly from Vietnam (4,770 million US $), China (3,428 million US $) and Thailand (2,854 million US $). The Lao government is open to foreign investors and outlines a policy which allows foreign investors a 100% ownership of enterprises. The Investment Promotion Law was revised in 2009 with the aim to encourage domestic and foreign investment equally.

Gross Domestic Product (GDP) in Attapeu Province

During the first half period of the 7th five years Social Economic Development Plan (SEDP) 2011-2015, in Attapeu the economy has been growing continuously. The growth is mainly driven by investments in the private sector. From 2010-2011 the GDP growth rate has increased to 11% per year. In the fiscal year 2011-2012 the GDP had been growing by 18%, in the fiscal year 2012-2013 by 16%. Until mid-fiscal year 2012-2013 the target set by the 7th SEDP plan of a GDP per capita of 1,500 USD / person / year had been achieved by 100%. The mid-term review of the 7th SEDP set the target up to 1,700 USD / person / year which is achieved up to now to 88%. To achieve this goal the specific targets have been set as follows:

Import – Export

Imports cover US $ 39.5 million, which compares to 37% and exports US $ 24 million dollars, which compares to 75% of the Social Economic Development Plan (SEDP).

Public and private investments

142 projects have been implemented by public investment with a total value of US $ 137.932,70 million. From 2001 up to now, Attapeu has increasingly attracted domestic and foreign investments. The Investment climate has improved in recent years. The ‘Law on the Investment Promotion’ of 2009 and the ‘Decree for Implementation of the Investment Promotion’ of 2011 are important tools to create a favourable environment for investors conducting business activities in Laos PDR and the provinces like Attapeu. They make the screening procedures for the approval of investment projects shorter, quicker and more transparent which reduces efforts and costs for the investors. In total there are 327 approved projects with a value of 1,606,629,298 United States Dollar (USD). Besides this, the concession activities were covering 56 projects (numbers 2001-2013), with a total capital of 1,589,707,796 USD. General business activities are conducted in 271 projects (figures in 2012-2013) with a total capital of 16,606,502 million USD. The investment in energy covers 70.4%, in the mining sector covers 8.7%, in sand and gravel cover 0.1%, in industry tree plantation covers 17.7% while agriculture covers 1.9% and trade and services cover 1.2%.

Technical Assistance from International Organisations/ODA

During the past two and a half years, international fund assistance could be obtained for a total of 74 projects of Official Development Assistance (ODA) for 58 projects with total costs of 58,442 million. There are 26 projects in the area of economic development, of which NGO’s are supporting 16 projects, with total expenditure of 495.586 million, 32 projects in the area of social development with a total expenditure of 428,550 million kips. The province received grants supported from Vietnam for the improvement of the infrastructure for 2 school-projects of a total of 5 billion Dong, equivalent to 2 billion Kip.

Education

There are 187 primary schools in Attapeu province, thereof 151 complete primary schools, with a total of 769 class rooms hosting a total of 22,306 students, thereof 10,762 female students; out of the total number of 645 teachers 268 are female.

In the year 2012 the province has a total of 20 secondary schools, with a total of 199 class rooms hosting a total of 6,921 students, thereof 3,166 female students. Attapeu has a vocational training school and a college for business administration.

Health
The health network of the province consists of one provincial hospital and 4 hospitals at districts level as well as 30 health post centres, and 87 dispensaries. The health network is covering 95% of the province.
The provincial health staff is 418 staff members, in average 1 physician per 316 inhabitants.
